The Government has announced the biggest transformation of apprenticeships in a decade –  here’s what it means for you, and how we’re ready to help.

This week, Work and Pensions Secretary Pat McFadden unveiled one of the most significant packages of youth employment reform in years, a £1 billion drive to create over 200,000 paid jobs and apprenticeships for the next generation. Announced at Waltham Forest College, the plan has been hailed as the biggest transformation of the apprenticeship system in a decade.

The Scale Of The Challenge

The backdrop to this announcement is stark. Apprenticeship starts among young people have fallen by 40% over the past decade. Close to one million young people are currently not in education, employment or training, a figure that rose by 37% between 2021 and 2024. This isn’t just a statistic; it’s a generation of potential being lost.

As Prime Minister Sir Keir Starmer put it: “Backing young people is one of the most important investments we can make in this country’s future.”

The Government’s response is a “New Deal” for young people, backed by a total £2.5 billion investment over three years, promising up to 500,000 opportunities including training, work experience, apprenticeships and guaranteed jobs.

What's in the package?

Youth Jobs Grant Businesses will receive £3,000 for every 18–24 year old they hire who has been on Universal Credit and seeking work for at least six months. This measure alone is expected to support 60,000 young people over three years.

Jobs Guarantee Expansion The existing scheme is broadened from ages 18–21 to 18–24, adding over 35,000 subsidised roles and bringing the total supported to over 90,000 in three years. Eligible young people receive 25 hours per week of fully subsidised, six-month paid work at the minimum wage.

SME Apprentice Incentive Small and medium businesses receive a £2,000 incentive for each new apprentice aged 16–24 they take on, targeting a Government goal of 50,000 new apprenticeships via the Growth and Skills Levy.

On top of these financial incentives, new foundation apprenticeships in hospitality and retail launch from April 2026, building on existing entry-level routes in engineering, manufacturing and digital.

New areas — including AI

A brand new 18-month Level 4 AI & Automation Practitioner apprenticeship is already underway this month, training workers to identify cost-saving AI applications and integrate digital systems responsibly. New units are also being developed in clean energy, construction, and engineering, all aligned to the Government’s Industrial Strategy.

Equally significant: approval times for new apprenticeship standards are being cut from 18 months to as little as three months, meaning training can respond to what employers actually need far more quickly than before.

What does this mean for employers?

If you’re a small or medium-sized business, this package has been designed with you in mind. The combination of the Youth Jobs Grant and the SME apprentice incentive means you could receive up to £5,000 in support when taking on an eligible young person as an apprentice. The Federation of Small Businesses called it “a game-changer” – and it’s hard to disagree.

What does this mean for young people?

If you’re aged 16–24 and thinking about your next step, the landscape is changing, and in your favour. Foundation apprenticeships offer a genuine, paid route from education into employment. For those on Universal Credit, the expanded Jobs Guarantee ensures a subsidised role for those who’ve been searching for six months or more.

The Government has explicitly stated an ambition to place apprenticeships on an equal footing with university, and the financial commitment behind that statement is real.
